Is there a way to loosen or remove the heading tape without damaging the fabric?

First, try gently pulling and stretching the heading tape to loosen it. You can also try using a blunt tool, like a butter knife or the back of a spoon, to carefully work the tape free. Avoid using sharp objects as they may cut the fabric.
If the tape is still stuck, you can try lightly misting the affected area with water. This can help soften the adhesive and make it easier to manipulate the tape. Gently work the tape back and forth until it becomes loose.
Once the heading tape is free, you should be able to hang the curtains using the rod pocket or tabs as intended. Be careful not to pull or stretch the fabric too much during the process
