The issue you're experiencing with the wedge dowel not clicking easily into the pre-drilled holes is likely due to a few potential factors:

1. Ensure the holes are properly aligned. Double-check that the pre-drilled holes on the frame pieces are properly aligned before attempting to insert the wedge dowels.

2. Check the dowel size. Verify that you are using the correct size wedge dowels provided in the hardware kit. Using the wrong size dowels can prevent them from fitting snugly.

3. Apply gentle force. The wedge dowels are designed to click into place, but you may need to apply a small amount of gentle force to fully seat them in the holes. Avoid using excessive force, as this could damage the frame.

4. Check for obstructions. Inspect the holes and surrounding areas to ensure there are no obstructions, such as wood shavings or other debris, preventing the dowels from seating properly.

If you've tried these troubleshooting steps and are still having difficulty, I'd recommend referring to the assembly instructions or contacting IKEA customer service for further assistance. They can provide additional guidance to help you successfully assemble your HAUGA storage combination
